I always took this to mean that if one was experiencing difficulties in one's life, then he/she would be less able to concentrate on your problem and offer proper advice. Basically, you shouldn't trust their advice because they are concentrating more on their own hardships than your problem, and thus, may give faulty advice.What is the meaning of ';Never trust the advice of a man in difficulties';?

Sounds sexist to me. I can't imagine it would be any better to trust women's advice in difficulties.
BECAUSE THEY MAY SAY ADVICES ACCORDING TO WHAT THEY HAVE GONE THROUGH BUT IT MUST NOT BE THE SAME ALL THE TIME but take advices from wise wise people
